The Spanish National Housing Plan for 2026–2030 provides a subsidy of up to €15,000 for citizens under the age of 35 to buy or build a home in municipalities in the Valencian Community with a population of no more than 10,000. The programme aims to attract young people to rural areas.
The subsidy already existed under the previous 2022–2025 plan. The Valencian Community authorities made the final payments under that scheme at the end of 2025. Applications are expected to open again in the near future.
To be eligible for the financial assistance, the following main conditions must be met:
1) You must be a Spanish citizen, a citizen of an EU or European Economic Area member state, or Switzerland, or be related to such a citizen;
2) You must be no older than 35 at the time of application;
3) The property being purchased must become your primary residence for at least five years;
4) The chosen municipality must have a population of no more than 10,000 (2025 census data is available here).
In the province of Valencia, 210 municipalities meet the programme's criteria. These include Buñol, Rafelbunyol, Sempere, Gátova, Gestalgar, and Siete Aguas.
The programme also applies to municipalities with populations of between 10,001 and 20,000, provided that a decline in population has been confirmed. A list of such settlements will be published when the call for applications is announced.
The subsidy forms part of a broader package of measures within the national plan, which includes Next Generation EU funds for housing construction and renovation, and a new state body, CASA 47, aimed at improving access to public rental housing.
