Spain enforces strict regulations regarding domestic pets. Leaving a dog tied up on the street unattended is prohibited by law and can result in a fine for the owner starting from €500.
According to Article 27 of the Animal Welfare Law, an animal cannot be "tied or roaming in public spaces without the direct supervision of the person responsible for its care." This rule applies regardless of the duration, even if it is only for a few minutes.
The only exception is if the animal remains within the owner's line of sight. For example, if the person is nearby and can actively monitor the dog, it is not considered a violation.
Non-compliance carries significant sanctions. In most cases, this is categorised as a minor offence, yet fines range from €500 up to €10,000. If the situation leads to suffering or a direct threat to the animal, the violation can be reclassified as serious, with fines reaching up to €50,000.
Legal experts note that even briefly leaving a dog at a shop entrance without supervision formally constitutes a breach of the law. Therefore, the common habit of popping in for "just a couple of minutes" can lead to administrative punishment.
Passed in 2023, the law aims to strengthen animal protection, increase owner accountability, and prevent cases of mistreatment.
